This can be dependent on the travel pass:

School/College Passes:

If you have an annual/termly pass for a school/college these are generally published to the end of each term and then the service is reviewed and then published for the next term.

Employee passes:

If you have a ride bundle that you use to book your trips to work these are generally published 1 week in advance.
